Assistance with applications

The Act concerning Support and Service for Persons with Certain Functional Impairments (LSS) is a act of rights.This means that anyone who belongs to the law’s target group has a legal right to apply for measures and support. If the conditions of the Act are met, support cannot be denied due to the municipality’s finances or other reasons – the support is a right that must be guaranteed by society.

The purpose of the LSS Act is to ensure that people with extensive and long-term disabilities can live like others, with good living conditions and the opportunity to participate in society.


The application process for personal assistance is often complex, and processing times can be long. We help you navigate the system and support you all the way until a decision is made.

Before you can receive personal assistance, the following steps must be completed:

  • Preparation – Gather relevant medical certificates, ADL assessments, and other documentation that supports your needs.
  • Application – Send your application to the Swedish Social Insurance Agency (Försäkringskassan) if your basic needs exceed 20 hours per week, or to the municipality if they are fewer than 20 hours per week.
  • Submission – A case officer conducts an assessment, which may include home visits, interviews, and the collection of additional information.
  • Investigation – A case officer conducts an assessment, which may include home visits, interviews, and the collection of additional information.
  • Decision – Försäkringskassan or the municipality makes a decision based on the investigation and the certificates you have submitted.
  • Possible appeal – If you are not satisfied with the decision, you have the right to appeal.
  • Everyday assistance – Once the decision has been made, you can choose a provider. Vitklöver Assistans helps you with all practical matters to ensure you receive the right support in your daily life.

At Vitklöver Assistans, you as a client can receive both legal assistance, administrative support, access to a personal assistant, and a sounding board to discuss matters related to personal assistance.

The personal chemistry with the personal assistant

It is important that the personal chemistry between a personal assistant and the client is a good match. Vitklöver Assistans rekryterar och utbildar kompetent, ödmjuk och flexibel personal som finns där för dig som behöver. Hos oss får du som kund vara med och styra över hur assistansen ska utformas. Detta ser vi som en självklarhet och vi vet att du som är i behov av stöd är den som bäst vet hur den ska utformas. Ibland väljer våra kunder en nära anhörig som personlig assistent. Det kallas då anhörigvård och är någonting som vi ställer oss positiva till. En anhörig känner ofta kunden väl och har redan en god förståelse för de individuella behoven.

What does a personal assistant do?

A personal assistant helps you with the everyday tasks you have been assessed as needing support with. This can include making phone calls to authorities, cooking, helping with dressing and undressing, personal hygiene, daily or constant supervision, and more. A personal assistant can also accompany you on outings in your daily life, such as leisure activities or shopping trips. In other words, the assistance often extends both inside and outside the home. Each assignment is unique and designed to be individually tailored so that your wishes and needs for assistance are met.

At Vitklöver Assistans, we let you as the client decide how your personal assistance should be organized. We see it as self-evident that you are the one who best knows what you need – with our support as your assistance provider.

Who is entitled to personal assistance?

To apply for and be granted the right to personal assistance, you must meet the requirements for support under the LSS Act. To make a new application, you must be under the age of 65. Furthermore, you must belong to one of the three categories (circle of peoples) covered by Vitklöver Assistans. These categories include, among others, people with intellectual disabilities, autism or autism-like conditions, or other long-term physical or mental disabilities that are not the result of normal aging.

You can receive help with all questions and the application process from us at Vitklöver Assistans. If you are granted the right to support, we will guide you with individually tailored assistance, whether it involves an aid or a personal assistant. With our extensive experience in LSS, personal service, and related matters, you can feel secure with the support you receive from us.

More than one personal assistant

In some cases, you may be entitled to more than one personal assistant, depending on the extent of your daily needs.

The right to personal assistance is regulated by the LSS – the Act concerning Support and Service for Persons with Certain Functional Impairments.The purpose of the Act is to provide support to individuals whose disabilities make it difficult to manage everyday life without help. Applications can be made up until the day you turn 65.

You may be entitled to personal assistance if you belong to one of the following groups:

  • People with an intellectual disability, autism, or an autism-like condition.
  • People who have acquired a brain injury in adulthood that affects cognitive ability.
  • People with other long-term physical or psychological disabilities that are not due to aging.

If the disability makes daily life difficult to manage, you may have the right to extensive support – such as personal assistance.

Provision of personal assistance for children

Organizing personal assistance for a child often involves particular challenges and requires knowledge, flexibility, and close cooperation with the family. At Vitklöver Assistans, we have extensive experience in supporting children with disabilities and their parents throughout the entire process – from the application to everyday life with personal assistance.

We understand that a child’s needs can change quickly and that the assistance must be safe, predictable, and adapted to the child’s development and daily life. Our goal is to create the best possible conditions for the child’s participation, security, and independence – while also providing relief for the family.

Security and continuity

We place great importance on recruiting assistants with the right personality and competence to work with children. The personal connection between the child, the family, and the assistant is crucial for everyday life to function well. It is often an advantage if the assistant is a close relative, as the child already feels secure and trusting in that relationship. We are open to employing relatives when it is the best option for the child.

Individualized assistance

Every child is unique, and the assistance should be based on their specific needs and interests. This may include help with:

  • Dressing and undressing
  • Meals and tube feeding
  • Hygiene and transfers
  • Communication and daily structure
  • Escorting to and from school, leisure activities, and medical appointments
  • Support in social situations and play

We always work in close dialogue with the parents to ensure that the assistance aligns with the child’s routines, schooling, and any care plans.

At Vitklöver Assistans we are with you every step of the way – helping you gather the right documentation, formulate the needs assessment, and manage the case with the Swedish Social Insurance Agency (Försäkringskassan) or the municipality. If you receive a decision that does not reflect your child’s needs, we also support you through the appeal process.
